本会会长毛经权先生曾长期从事教育工作，在同济大学执教二十年，后又担任上海铁道大学教授、副校长多　年，并于1981至1982年赴美国伯克利加州大学深造，从事交通工程研究。回国后长期在上海市党政机关担任领导　工作，曾任上海市人民政府教育卫生办公室主任、市委常委、统战部长、市政协第六、七、八届副主席，为上海　海外联谊会创会会长。他对中国公共关系有比较深刻的研究，曾在国内最早编著出版《公共关系学》一书，将公　关理论引进中国。目前还兼任中国国际公共关系协会副会长、上海市慈善基金会副会长、上海宋庆龄基金会副主　席、华夏经济促进顾问等社会职务。



　　　The chairman of SPRA professor Mao Jing Quan, previously worked in the education sector. After　teaching in University for 20 years, he held the position of professor and Vice President in the
Shanghai Railway University for many years. Form 1981 to 1982, he went abroad and did research at  UC Berkley in U.S.A. specializing in Transportation engineering. In returning to China, he held a leadership positions in the Municipal government of Shanghai Communist party, Director of the department of United Front, Vice-Chairman of the Sixth, Seventh and Eighth Chinese People's 
Political Consultative Commission Shanghai Committee, and The First President of Shanghai Chinese Overseas Friendship Association. Through a lot of research he clearly understands Chinese Public Relations. He complied the earliest publication on public relations in China "The study of Public Relations". It introduced the foreign Public Relations Theory to China in the initial period of reforming and opening. Currently he is the Vice-Chairman of the Shanghai Soong Ching Ling Foundation, vice president of Shanghai Charity Foundation, and the advisor of Hua Sha economic promotion association.
